The Municipal Chief Executive of La Nkwantanang-Madina Municipal Assembbly, Hon. Alhaji Ibrahim Faila Fusseini, has presented a sessional address highlighting major infrastructure and social interventions being implemented across the Municipality.
Delivering his address at the Second Ordinary Meeting of the Third Session of the Fourth Assembly on Tuesday, August 18, 2026, at the Assembly Hall, the MCE said the Assembly remains focused on expanding infrastructure and improving service delivery.
“It is with great joy and honour that I welcome you all. I am grateful to Almighty Allah for his continued grace and mercies that have brought us together again to deliberate on matters aimed at advancing the development of our dear Municipality,” he said.
He thanked the Presiding Member, Assembly Members, management, staff and stakeholders for their continuous support, noting that sustainable development requires sacrifice and selfless dedication.
Hon. Faila Fusseini said the session provides an opportunity to promote governance, transparency and accountability, and in fulfilment of Section 28(2) of the Local Governance Act 2016, Act 936, he was presenting an update on the performance of the Executive Committee and status of projects.
Project Implementation
1. Oyarifa Zonal Council Office: The MCE said construction of a 3-storey office accommodation with conference hall and ancillary facilities for the Oyarifa Zonal Council (Phase 1 – Ground Floor) is nearing completion. Work on the superstructure is complete and management has initiated processes to secure an electricity meter and other services for operationalisation.
2. Madina Market Reconstruction: The second phase of the Madina Market Reconstruction Project, comprising 2No. 18-unit 3-storey retail shops and 2No. 24-unit market sheds, is completed and awaiting handing over. He expressed appreciation to stakeholders for their support.
3. Road Projects: The 8.3km Pantang Junction – Pantang Hospital and link roads project awarded to M/s Awerco Construction Limited is progressing steadily with drainage and earthworks far advanced. Tarring will soon commence to relieve commuters. The Oyarifa Gravel Pit Roads are also receiving attention with drainage and earthworks ongoing, while upgrading works on the Teiman Burger Town area roads are progressing despite occasional community frustrations.
4. Educational Infrastructure: The first phase of the Pantang Hospital Basic School Project – a 6-unit classroom block with ancillary facilities, which is Phase 1 of an 18-unit 3-storey block – is 75% complete, with painting and finishing works ongoing to meet an August-end completion deadline.
5. Health and School Infrastructure: Construction of a 150m clinic, a 2-unit nurses quarters and a classroom block with ancillary facilities for the Baba Yara Community in Madina. The clinic and nurses quarters are completed for handing over, while finishing works on the Baba Yara Basic School block will be completed by end of August.
6. 24-Hour Economy Market: The MCE announced that encumbrances on land earmarked for La Nkwantanang-Madina’s version of the 24-Hour Economy Market in Madina have been cleared and construction will commence within a week, to create jobs and grow the local economy.
7. Re-development of Madina Zonal Council: Management has received unsolicited proposals for redevelopment of a section of the Madina Main Market – the Assembly’s old office and adjoining land measuring approximately 4.23 acres – into a multi-purpose high-rise modern market complex with a basement vehicle terminal under a Public-Private-Partnership (PPP).
Benefits include increased trading activities, revenue generation, improved working conditions, job creation and improved waste management. A separate PPP proposal is also being considered for reconstruction of the Madina Main Market toilet into a modern water closet facility with bathrooms. Both proposals have been laid before the General Assembly for approval.
Sanitation
The MCE said the Environmental Health and Sanitation Unit intensified monthly clean-up exercises across the Municipality with environmental health officers, Zoomlion Ghana Limited, market associations and community members focusing on streets, markets, lorry stations, drains and sanitation hotspots.
A highlight was the Presidential Directive for a two-day post-flooding emergency clean-up on July 9-10, 2026, to remove waste, silt and debris and clear drains.
He said enforcement of sanitation bye-laws continued with notices issued to offenders, alongside public education to encourage responsible waste disposal and community participation.
Security
The Municipality remained relatively peaceful, but the MCE cited organized begging, prostitution, drug peddling and petty theft, largely perpetrated by foreigners, as major threats, assuring the Assembly’s commitment to clamp down on such activities.
Conclusion
Concluding, Hon. Faila Fusseini reminded members that they were elected to better the lot of the people.
“Our success as an Assembly largely depends on the level of cooperation we exhibit in the discharge of our duties. I therefore implore us all to work in unison to ensure the total development of the Municipality,” he said, wishing members fruitful deliberations.
