NCA Opens Public Consultation on New Number Registration Regulations to Replace SIM Laws

The National Communications Authority (NCA) has launched a nationwide public consultation on its draft Number Registration Regulations, 2025, which are intended to repeal and replace the existing Subscriber Identity Module (SIM) Regulations (L.I. 2006) enacted in 2001.

In a statement issued on December 8, 2025, the NCA said the proposed regulations are designed to modernise and strengthen the country’s legal and institutional framework for number registration.

The Authority noted that the new regime will improve data governance, enhance consumer protection, and foster greater coordination among institutions responsible for managing subscriber information.

The draft regulations outline stricter standards for identity verification and the lawful processing of registration data, while also promoting inclusion for underserved and marginalised communities.

According to the NCA, these measures will help protect the integrity, security, and accountability of Ghana’s national numbering resources and related databases.

The Authority, citing Section 27 of the Electronic Communications Act, 2008 (Act 775), Section 5(h) of the NCA Act, 2008 (Act 769), and Section 4.1 of the National Telecommunications Policy (2005), formally invited licensed operators, civil society organisations, consumers, and the general public to submit their views on the draft.

The consultation period initially set to end on November 14, 2025 has been extended to January 2, 2026 to allow for broader stakeholder engagement.

The NCA urged all interested parties to submit their comments electronically as Microsoft Word attachments to info@nca.org.gh, accompanied by a completed response cover sheet as outlined in the draft document.

Contributors have been advised to indicate the specific provisions they support or oppose.

The Authority further noted that all submissions will be treated as non-confidential in line with its transparency policy.

Respondents also grant the NCA permission to use any copyright or intellectual property contained in their submissions for regulatory purposes.

Following the consultation, the NCA will review all feedback and finalise the Number Registration Regulations, 2025 for adoption and implementation.
