We Cannot Keep Piling Taxes on an Already Burdened Taxpayer – Ato Forson

The Minister for Finance, Dr. Cassiel Ato Forson, has reaffirmed government’s determination to build a fair and sustainable revenue system, following a working visit to the Osu Tax Service Centre on Saturday.

In a statement shared on his official Facebook page on Monday, December 8, 2025, Dr. Forson explained that the visit was aimed at engaging and motivating staff who play a critical role in mobilising domestic revenue.

He noted that while Ghana has made significant progress in expenditure control, and the Bank of Ghana continues to deliver strong performance, domestic revenue must now rise to match the country’s economic needs.

Dr. Forson clarified that his presence at the Osu office was not meant to influence the work of the Ghana Revenue Authority (GRA) but to offer encouragement and demonstrate solidarity.

“I emphasised that my visit was to encourage, not to interfere. I will not obstruct revenue collection, no matter whose ox is gored,” he remarked.

The minister expressed concern about Ghana’s recurring dependence on tax increases, stressing the need to improve compliance and collection efficiency instead.

“It pains me anytime we resort to higher taxes instead of widening compliance and improving collection. We cannot keep piling taxes on an already burdened taxpayer,” he stated.

He further announced that government will introduce new electronic tools next year to enhance revenue mobilisation.

Dr. Forson added that he intends to dedicate nearly half of his time to advancing the country’s revenue transformation agenda, expressing optimism that with cooperation and commitment, Ghana can establish a more equitable and resilient revenue system.
