Gov’t Launches GH¢3.5m Ghana Agricultural Fund For Education and Transformation

Government has launched the Ghana Agricultural Fund for Education and Transformation with an initial seed capital of GH¢3.5 million, as part of efforts to build permanent institutions to train Ghana’s future agricultural professionals.

The Fund was launched on Tuesday, August 11, 2026, at The Palms by Eagle Hotel, Airport City, Accra, by the Minister for Food and Agriculture, Hon. Eric Opoku (MP), on behalf of President John Dramani Mahama.

Investing In People For Agricultural Transformation

Addressing stakeholders, Hon. Opoku said no country has transformed agriculture without investing in people and institutions.

“Roads matter. Irrigation matters. Mechanization matters. Finance matters. But behind every road, irrigation system, machine and financing instrument are people who must design, operate, maintain, improve and sustain them,” he stated. He added that the quality of Ghana’s agricultural transformation will depend on the quality of agricultural human capital.

Pillar of Feed Ghana Programme

The Minister said the Fund serves as a critical human-capital pillar of the Feed Ghana Programme*, which seeks to increase food production, modernise farming, expand irrigation, promote agro-processing and create jobs for youth and women.

“Before we can sustainably Feed Ghana, we must equip Ghana. Before we transform our farms, we must strengthen the institutions that prepare the people who will transform those farms,” he said.

Colleges and Universities To Benefit

Hon. Opoku noted that Ghana’s agricultural colleges, universities and research institutions have produced frontline professionals for decades, but many now require renewed investment in laboratories, workshops, demonstration farms, modern machinery and digital learning tools. He stressed that graduates must combine sound theory with strong practical competence to solve real problems confronting farmers and agribusinesses.

Public-Private Partnership Approach

The Minister described the Fund as a national platform for government, private enterprise, development partners, financial institutions and citizens to invest collectively in agricultural education.

He commended five pioneering agribusinesses — Grow For Me, AgriSolve, Farmerline, Newage Agric Solutions and Tradeline Consult* — for mobilizing the initial seed funding.

“Instead of merely describing the problem, they have chosen to invest in the solution. Ghana is grateful to you,” he said.

Ambitious Targets and Governance Framework

Government has set targets to grow the Fund to GH¢10 million by December 2026 and GH¢100 million by 2028.

To ensure transparency, the Fund will be managed by a Governing Board, an independent Fund Administrator, an SEC-licensed Fund Manager, a Custodian Bank and an external auditor. Disbursements will be based on verified institutional needs and supported by regular audits.

Mr. Steven Nhyira Odarteifio and Hon. Kwesi Etu-Bonde have been designated to coordinate stakeholder engagement and resource mobilization.

Path To Statutory Institution

The long-term goal is to establish the Fund as a permanent statutory institution under the Ministry of Food and Agriculture. This will require stakeholder consultation, a legal framework, Cabinet consideration and Parliamentary approval.

“Institutions endure; short-term interventions do not. Our responsibility is to build a national institution capable of serving Ghana for generations,” Hon. Opoku said.

Call For National Support

The Minister called on banks, pension funds, insurance companies, agribusinesses and Ghanaians to support the Fund by endowing laboratories, equipping workshops, adopting colleges, and funding scholarships, research and internships.

“Football inspires us; agriculture sustains us. If we can unite behind those who carry our national colours on the football field, surely we can marshal all resources behind those who will secure our nation’s food future,” he declared, before officially launching the Fund.
