The Chairman of the National Officers Elections Committee (NOEC) of the New Patriotic Party (NPP), Frederick Opare-Ansah, says preparations are on course for the party’s National Annual Delegates Conference and election of National Officers scheduled for Saturday, 3rd October 2026 at the Baba Yara Sports Stadium, Kumasi.
According to him, the NOEC on Wednesday, September 16, held an important engagement with aspirants and their representatives to brief them on final rules, regulations, guidelines and operational arrangements for the elections.
“The meeting provided an opportunity for NOEC to brief aspirants on the final rules, regulations, guidelines and operational arrangements for the elections and to address outstanding matters requiring clarification ahead of the Conference. We are pleased to report that preparations continue to progress according to schedule,” Mr. Opare-Ansah stated.
Final Delegates Register Completed
He disclosed that the Final Delegates Register has been completed and will be available for collection by aspirants or their authorised representatives from Thursday, 17th September 2026.
“The completion of the register represents another important milestone in preparations for the election,” he noted.
Mr. Opare-Ansah added that the Committee has established an online verification facility to enable delegates to check their eligibility.
“Delegates should visit the NPP official website and click on ‘Verification’ on the navigation bar. They should then enter their phone number or Voter ID number to receive a One-Time Password (OTP). Upon entering the OTP, they will be able to check their eligibility,” he explained.
“Where the details entered do not correspond to a member on the Party’s records, the user will be prompted accordingly. We encourage all delegates to use this facility well ahead of the Conference to verify their eligibility,” he urged.
Voting Arrangements
The NOEC Chairman drew particular attention to voting arrangements communicated to aspirants.
He said all eligible youth delegates will vote in the election of the National Youth Organiser, in addition to other elections they are entitled to participate in. Similarly, all female delegates will vote in the election of the National Women’s Organiser.
For the election of the three National Vice-Chairpersons, each delegate will be required to select three aspirants, with the tally system used for counting. Detailed voting instructions will be communicated to delegates before voting commences.
Printing and Polling Agents
As part of measures to ensure transparency, aspirants have been requested to submit the names of their printing agents to monitor the printing of ballot papers, and the names and photographs of their polling agents for identification, accreditation and access arrangements ahead of Election Day.
Proxy Voting Permitted
Mr. Opare-Ansah confirmed that proxy voting will be permitted, governed by a detailed Proxy Voting Framework on eligibility, applications, verification, approval and exercise of proxy votes.
“NOEC will directly oversee and undertake the administration and implementation of the proxy voting framework, assisted by its Secretariat. The process will culminate in the publication of the final Proxy Register on 27th September 2026. We urge all delegates wishing to utilise the proxy arrangement to comply strictly with the published guidelines and timelines,” he stated.
EC and Security
The elections will be conducted by the Electoral Commission of Ghana under the supervision of NOEC and in accordance with its rules and guidelines. The Committee continues to work closely with the EC and the Ghana Police Service to ensure an orderly, secure and transparent process.
Arrival and Conference Commencement
Delegates are expected to arrive in Kumasi on the evening of Friday, 2nd October 2026 and proceed to assigned accommodation. The Conference will commence promptly at 9:00 a.m. on Saturday, 3rd October 2026.
“We therefore appeal to all delegates to comply with the arrival and transportation arrangements that will be communicated to them and to be punctual,” he said.
Media Accreditation
Mr. Opare-Ansah reminded media practitioners that accreditation is mandatory for coverage. Applications must be submitted by 21st September 2026 via the NPP official website under “Accreditation”, with applicants required to select a category, complete the form and upload a photograph.
Upon submission, applicants will receive email notification on the status of their application.
A Media Village will be established at the Stadium for accredited media houses wishing to establish studios for pre and post-event coverage, with requests for space due by Friday, 18th September 2026.
“For security and operational reasons, media houses will not have access to the inner perimeter of the Stadium. The Party’s dedicated production team will produce an official broadcast feed, which will be made available to broadcast houses for live transmission and use,” he disclosed.
He thanked aspirants for their cooperation and impressed upon them to ensure their agents, supporters and delegates comply with electoral, accreditation and security arrangements.
“At this stage, our collective responsibility is to ensure that the remaining preparations are completed successfully and that the Conference proceeds peacefully and efficiently. NOEC remains committed to providing a fair, transparent, orderly and credible process for all aspirants and delegates,” Mr. Opare-Ansah assured.
